The six-part checklist
1. Decision
Write the one decision that COP31 participation must support: partnership, policy engagement, investment, learning or implementation.
2. Outcomes
Set three observable results: named meetings, a defined contribution, or a follow-up commitment—not a vague visibility target.
3. People
Assign roles for senior engagement, technical evidence, relationship management and post-event delivery.
4. Evidence
Stress-test climate, finance and transition claims. State what has been implemented, not only what has been announced.
5. Meeting logic
Map the institutions, networks and counterparts relevant to your outcome. Request meetings before arrival.
6. Follow-up
Set a 30-day post-COP plan, including ownership for every commitment, contact and public statement.
Common avoidable mistakes
Teams often spend on travel before defining an outcome; treat a badge as a strategy; send people without complementary roles; or make public climate claims with insufficient evidence. COP31’s growing emphasis on implementation makes these weaknesses more visible.
What to prepare before travel
- A two-page internal outcome brief and budget decision.
- A one-page external profile with evidence, priorities and meeting ask.
- A shared meeting tracker and clear delegate responsibilities.
- A communications approval process for any public claim.
- A post-COP schedule with named owners.
