COP31 is the UN Climate Change Conference in Antalya, Türkiye, from 9 to 20 November 2026. This guide helps an organisation decide what participation is for before it commits people, budget or public claims.

What is COP31?

COP31 brings together governments, UN bodies, observer organisations and other accredited participants under the UN climate process. The formal conference includes COP31, CMP21 and CMA8. Alongside formal negotiation spaces, organisations also consider pavilions, side events, bilateral meetings, civil-society coordination and public-facing activity.

For most institutions, the key question is not simply whether to attend. It is whether there is a specific outcome that requires presence, such as an advocacy objective, partner meeting, technical contribution, delegation learning goal or evidence-based public intervention.

What organisations should decide now

Purpose

Name one to three outcomes that would justify participation. “Visibility” alone is usually too vague to guide a delegation.

Route

Separate official access, side-event activity, partner meetings and public engagement. They have different rules, timelines and value.

Evidence

Prepare the facts behind any climate, finance or transition claim. COP31 audiences will expect credible implementation evidence.

Follow-through

Assign who will act on meetings, contacts and commitments after Antalya. A conference visit without follow-up rarely creates value.

Official participation information changes. UNFCCC says registration is open through its Online Registration System for eligible Parties, observer States, UN organisations, IGOs and NGOs according to published nomination and confirmation periods. Check the official participant information before acting.

A sensible first-week preparation route

  1. Decide the institutional outcome and budget owner.
  2. Confirm what access route is actually available to your organisation.
  3. Identify the people and institutions you need to influence or meet.
  4. Prepare a short, evidence-led briefing and a follow-up plan.
